What countries are involved in the cross-border renewable energy sales?

Presently, the CBES RE Scheme involves Malaysia and Singapore only.

How is the redemption process for RECs carried out?

The redemption of RECs will be carried out by a party in Malaysia appointed by Single Buyer. This entity is responsible for managing the process of redeeming RECs on behalf of participants.

What is the minimum number of RE bidders required for the auction to proceed?

Minimum number of participants will be decided by The Exchange Committee.

What types of renewable energy sources are used in the CBES RE Scheme?

Green Electricity traded in the CBES RE Scheme is generated primarily from solar power plants under the Large-Scale Solar (LSS) Programme and hydropower stations registered with the International Tracking Standard Foundation (I-TRACK) system.

What will be the supply profile?

The energy is provided consistently at a flat profile for each trading period. The capacity will be detailed out in the Invitation to Bid (ITB) document and the Renewable Energy Supply Agreement (RESA), which will be emailed to eligible interested parties who has filled in the Expression of Interest Form.

Who operates the ENEGEM platform?

The platform is operated by the Single Buyer, which oversees the bidding mechanism and ensures the smooth functioning of transactions.

What is the objective of the CBES program?

The objective of the CBES program is to facilitate cross-border renewable energy (Green Electricity) sales between Malaysia and neighboring countries, promoting sustainable energy practices and regional energy cooperation.

What guidelines govern the CBES RE Scheme?

The CBES RE Scheme is guided by the prevailing Guide for CBES, which outlines the rules, procedures, and requirements for participants.

How to participate in the auction on the ENEGEM platform?

Interested and eligible parties can engage in the bidding process on the ENEGEM platform by submitting their expression of interest and register as ENEGEM participant.

What is the duration of the pilot phase?

The pilot phase has commenced in December 2024 and spans a supply period of one year.

What are the specifics of the pilot phase of the CBES program?

The pilot phase of the CBES RE scheme involves the sale of 50 MW of Green Electricity, utilising existing interconnection between Peninsular Malaysia and Singapore.

Is the EMA aware of the overall timeline for this program, particularly regarding the timeframe for applying for the Import License?

Syndication with EMA has been done and they are well informed about the stipulated timeframe to obtain the importer's licence and the whole timeline for the bidding process.

Who oversees the governance and compliance of the CBES RE Scheme?

The Exchange Committee provides oversight over the CBES RE Scheme. The Exhange Committee consists of representatives from ministry, regulator, Single Buyer and Grid System Operator.

The ENEGEM is a platform that serves as a marketplace for trading and exporting Green Electricity through a bidding mechanism.
